So far as the abandonment of the restricted areas is concerned, this has now been finally agreed to by the O.D. C. (see 0. D. C. memo. No. 629/M., copies of which were sent to Hong Kong on 10.5.32 by secret despatch No. 5 on 91932/2/32). So far as I know this is the first we have heard of the Air Ministry's intention to proceed immediately with further development at the Hong Kong Aerodrome. In December 1929 the Air Ministry said (35 on62753), that as far as could then be foreseen R.A.F. requirements for some years to come would be met by the provision of the aerodrome and the construction of the hangar supplemented by such temporary accommodation as should be required. They have now, however, already obtained Treasury authority to proceed with the scheme embracing the construction on the eastern side of the aerodrome of regimental and technical accommodation, and the acquisition of the whole of the hangar constructed at joint cost, and of the slipway constructed by Hong Kong. The conditions upon which they are entitled to take these over are set out in No. 11 on 62753 as modified by Nos. 22 and 25 on 62753.
